當地時間10月28日，加拿大總理特魯多在馬尼托巴省首府溫尼伯宣布，繼續擴大對俄羅斯的制裁。在這一輪中，俄羅斯天然氣工業股份公司和俄羅斯六個能源行業實體的35名官員受到制裁。
此外，加拿大正在考慮對俄羅斯司法和安全部門的成員實施制裁，包括警察、調查人員、檢察官、法官和監獄管理人員。截至目前，加拿大對俄羅斯的制裁已經涉及 1400 多個實體和個人。
加拿大還將發行五年期烏克蘭主權債券，個人可以通過加拿大銀行購買，債券發行獲得的資金將通過國際貨幣基金組織提供給烏克蘭。目前債券總額不詳。
